Transformation of the EU Strategy and Policy of the Green Transition in 2022-2023

The global problem of climate change poses a threat to all humankind, leading to more serious natural disasters every year. If the global economy continues to function according to the traditional "business as usual" rule and the global average temperature rises by 2100, the homes of more than 900 million people will be flooded. International climate regulation is not coping with the crisis of polycentricity. In 2019, the Green Deal laid the groundwork for the European Union's global climate leadership. The European Commission, headed by Ursula von der Leyen, seeks to promote the communal good of climate neutrality by increasing its influence in the economic and political spheres. In the context of the unstable geopolitical environment after the outbreak of the conflict in Ukraine in 2022 and two energy crises in 2020 and 2022, the EU is rethinking many political aspects – the role of the European Commission, common fiscal and energy policy, etc. On the other hand, events are probably taking place today that will structurally change the EU and subsequently the global economy. The green transition has finally become perceived as the pillar of the development of the EU towards increased competitiveness and economic growth. At the same time, the disruption of traditional energy supply chains from Russia and increased import dependence on the United States and China pose new threats to the EU. Member States can no longer solve problems on their own, which leads to a new stage of the European integration – participation in the international arena as a single actor with inevitably increasing role of the European Commission as an institution that prioritizes the benefit of the entire Union, rather than of its specific members. Although in order to move to geopolitics, it is necessary to resolve intra-European contradictions in the implementation of green transformation.
