State Policy for the Development of the Creative Industries Sector in the Arctic Regions of Russia

In recent decades, the interest of researchers in the peculiarities of the creative economy in the Arctic regions has grown significantly. The Northern creative sector has many unique characteristics, both restraining and, on the contrary, stimulating its growth. It follows a different development path from the usual one for large and economically developed regions. Concurrently, the development of the creative economy in the Arctic regions is of even greater importance and promise than in metropolitan areas. Creative industries can act as a driver of economic transformation and revitalization of the periphery, while showing accelerated growth rates. The high economic and socio-cultural importance of the creative sector demonstrates the necessity for the government to support it. However, in Russia, it is currently only at the stage of formation. In this context, the objective of this paper is to propose recommendations for enhancing the measures of state development of creative industries in the Arctic regions, based on an assessment of the creative potential of the Arctic subjects of the Russian Federation. The study analyses data on 9 Arctic regions of Russia, in 6 main areas: technology, tolerance, human and social capital, comfort of life and creative activity, cultural environment. In addition, the study separately considered 4 regions, the territory of which is fully included in the AZRF, in order to determine the specifics of creative economy development in the Arctic. To calculate the creative potential of the Arctic subjects of Russia, the practical part of the study proposed the ACPI creativity index, which measures the ability of regions to stimulate the growth of the local creative sector. In the process of the study, the creative potential of the Arctic regions of Russia and the key points of its growth were determined. Based on the results of the practical part and the analysis of the regulatory and legal frameworks of the Arctic regions, the paper identified the most effective areas of support and proposed recommendations for improving public policy in the field of creative industries in the regions under consideration.
