Development of an Annotation System for Legal Documents Based on of Artificial Intelligence Methods

The research is devoted to the description of the process of designing and developing a system of semantic annotation of normative legal documents using artificial intelligence methods, consisting of three components: a module for semantic annotation of documents, a module for calculating the semantic proximity of documents and a client application. The paper examines the process of creating a legislative act, as well as the possibility of automating one of its stages by automatically analyzing the document being developed in the context of existing regulatory documents using artificial intelligence methods. The work can be useful for specialists in the field of lawmaking and law enforcement, for students studying law and interested in the application of computational linguistics algorithms, as well as for researchers studying the application of artificial intelligence methods in the analysis and processing of textual information. The work consists of 165 pages, including 70 pages of the main text, contains 3 tables, 38 figures and 9 appendices. Bibliographic list – 26 titles
