Evolution of Russia's Policy Towards the UAE in the Field of High Technologies in 2014-2023

The search for new Russian cooperation partners in HiTech field in the context of sanctions has remained a priority of the Russian cooperation policy with MENA region countries since 2014. Nevertheless, there are few research papers for the period from 2014 to 2023 that comprehensively describe cooperation in the diverse range of high technology field between Russia and the UAE. The purpose is to determine how Russia's technology policy with the UAE has evolved over the past 10 years. The design of study is a mixed-methods research design which is required to conduct a comprehensive analysis. Such methods as descriptive method, numerical data analytics, the interview will be used to collect more actual data regarding the cooperation between Russia and UAE in HiTech. The key implication of the research is that the study will assess the prospects and value of refocusing on an alternative Emirati partnership in the field of high technologies as a consequence of moving away from American and Asian partnership under sanctions from 2014 to 2023. The findings will be used to extend the topic in further researches and will be presented as part of the graduation study.
