State Scientific, Technical and Innovation Policy of Russia in the Context of Sanctions Restrictions on the Example of the Air Transport Industry

This paper examines the main approaches to the formation of scientific, technical and innovation policy in Russia, analyzes the functioning of the domestic air transport industry in the context of sanctions restrictions and the prospects for its further development. The international experience of scientific, technical and innovation policy in the context of sanctions restrictions, in particular in the air transport industry, is presented. As part of the study, expert interviews were conducted with representatives of the air transport industry: pilots of various Russian airlines and aviation engineers. The prospects of import substitution policy in the country's air transport industry are analyzed. As a result of the research, it turns out that the best aircraft construction practices are implemented through the globalization of production processes. It is noted that Russian civil aviation depends on imported technologies, which leads to stagnation of domestic production. In addition, there is a problem of low capacities for the serial production of fully import-substituted aircraft, and the prospects of modern Russian aircraft depend on the establishment of effective after-sales service and the creation of a network of technical bases. Taking this into account, the work provides recommendations to government authorities on eliminating problems and difficulties caused by sanctions restrictions in the air transport industry, further development of the sector, and optimization of import substitution policy in the industry.
