The paper is devoted to the study of the policy of memory of the 1994 Tutsi genocide and its role in the formation and maintenance of national identity in Rwanda in the context of the historical process: theoretical concepts in the field of studying the relationship between memory and nation-building are analysed; the transformation and specificity of state institutions, the legal mechanism of the policy of memory in Rwanda after 1994 are considered; the memorialisation of the genocide events and the construction of the official discourse on the 1994 genocide are studied.
