Features of the Use of Personnel Technologies in Federal Executive Authorities

Today, HR technologies occupy a central place in the personnel management system, including in the public service. They represent a set of methods, techniques and tools aimed at automating human resource management processes, improving communication and increasing the efficiency of both personnel services and civil servants themselves. However, within the public sector, the features of HR technologies go beyond conventional corporate systems. First, the civil service is often characterized by complex bureaucratic processes and specific legislation. Secondly, HR technologies play a particularly important role in the context of increasing the professionalism and competence of civil servants - the basic principles of the entire HR policy of the public sector. Thirdly, the public service is characterized by special requirements for data security and confidentiality, which is why HR technologies used in this area must meet high standards of information protection. The fourth important aspect is the use of modern tools and methods of personnel management to increase transparency and openness in government agencies. Despite a number of existing problems in the form of an insufficient technical base, uncoordinated methodological aspects of management, and a lack of highly qualified personnel, HR technologies in government continue to grow qualitatively and quantitatively: every year more and more successful cases, advanced data storage and processing systems, and working methods appear with the staff. HR services are showing interest in the development and implementation of advanced technologies. The priority of development of this area is emphasized by the President, the Government, and federal authorities. Features of HR technologies in the public service are associated with unique security requirements, bureaucratic processes, transparency, technological equipment and cultural characteristics of this field. Understanding and taking into account these features will allow you to effectively implement and use modern HR technologies to improve personnel management and increase the efficiency of government agencies.
