This thesis is devoted to generalization, highlighting current trends and problems in the organization of a centralized procurement model for public needs on the example of the Russian Federation (RF) and selected foreign countries such as the United States of America (USA), the Federal Republic of Germany (FRG) and the People's Republic of China (PRC). This study examines the rules for placing orders, organizing public tenders, conducting supervision and auditing in the framework of centralized procurement for state and municipal needs, taking into account the experience of the Russian Federation, the USA, Germany and the PRC. Based on the analysis of the data obtained, recommendations are formulated on possible ways to introduce centralized procurement mechanisms, taking into account the specifics of Russian legislation, economic and social conditions, as well as the practice of organizing centralized procurement at the regional level of the Russian Federation. The practical recommendations and models of centralization proposed in the framework of this study can help optimize the work of public authorities within the framework of the contract procurement system. In particular, based on Russian and foreign experience, the specifics of models of departmental, rigid and limited centralization of procurement of labor for state needs are analyzed.
