Development of an Information System to Increase the Quality of Interaction with Regional Executive Authorities in the DOM.RF Group of Companies

As part of the final qualifying work, the activities of JSC "DOM.RF," a unified development institution in the housing sector, aimed to facilitate the development of the housing sector, improve housing accessibility, and create comfortable living conditions for citizens of the Russian Federation, were studied. The goal of the final qualifying work is to develop a project solution for an information system aimed at improving the quality of interaction with regional executive authorities within the DOM.RF group of companies. The study includes a description of the current state of the enterprise, the formulation of requirements for the "Regional Development" information system project, and a description of the enterprise's architecture in its target state. The structure of the work consists of an introduction, three chapters, a conclusion, a list of literature, and appendices. The introduction defined the relevance of the topic, the object of study, the subject of study, the purpose, and the tasks of this final qualifying work. The first chapter discusses the theoretical foundations and methods for developing project solutions for information systems: the concept of an information system and the main classes of systems, the main methodologies in the field of enterprise architecture, the concept of business processes, the concept of requirements and their classification, and ways to assess the maturity of business processes. The second chapter is devoted to the study of the current state of the enterprise: the organizational structure, strategic goals of the group of companies, main business processes of the "Regional Development" division, and the current architecture of the part of the enterprise related to regional interaction have been analyzed. The third chapter contains the vision of the target state of the enterprise: requirements for the solution have been prepared, a transition model to the target state has been compiled, and an assessment of the maturity level of improved business processes has been provided. The conclusion presents the results of the completed work.
