During a period of profound transformations in EU migration policy, Spain has played a decisive role in the externalization of European migration management, focusing on international cooperation and border control. By imposing its national policies and interests, Spain has specifically influenced the EU's common migration policy. This study adopts a mixed methodological approach that integrates quantitative analysis of migration flows and qualitative evaluation of agreements and policies to clarify how Spanish initiatives have affected EU migration management in its external dimension. In addition to providing a detailed overview of the role of Member States in EU migration policy, this study aims to offer recommendations for future policies that harmonize security with respect for human rights. It also contributes to academic debate and effective policy formulation at EU level.
