The dissertation examines the mechanisms of international cooperation as a factor in strengthening cross-cultural communication using the example of organizing the pilgrimage (Hajj) of citizens of Russia, Iran and Indonesia to the Kingdom of Saudi Arabia. The concept of “soft power” is analyzed in the context of strengthening the international influence of the countries under study. The role of pilgrimage rites as a tool of cross-cultural communication on the international agenda is also explored. The role of Saudi Arabia and international organizations in the process of organizing the Hajj is studied. The mechanisms for organizing the Hajj for citizens of Russia, Iran and Indonesia are discussed in details. An assessment was made of the effectiveness of interparliamentary cooperation instruments and the prospects for the functioning of international cooperation mechanisms in the field of organizing pilgrimages. Were identified possible ways to increase the effectiveness of international interaction in strengthening cross-cultural ties through the organization of religious tourism. The study assumes that Hajj, as one of the elements of cross-cultural communication, has a direct impact on both the building of interregional relations within the entire Muslim community and the functioning of global mechanisms of international cooperation within the framework of the system of international relations.
