Legal Basis for the Introduction of Import Substitution Mechanisms for Medical Devices

Title: "Legal Foundations for Implementing Mechanisms of Import Substitution for Medical Devices" This dissertation, consisting of 88 pages, including 2 illustrations and 3 tables. The study is structured into three chapters. Within the scope of this final qualifying paper, legal approaches to the institution of import substitution are investigated both in global practice and within the Russian Federation, with a particular focus on import substitution of medical devices. The first chapter scrutinizes the concept of "import substitution," its application in the global economy, its manifestation within the Russian context, and the influence of governmental policies on shaping the legal framework for import substitution. The second chapter examines mechanisms aimed at stimulating import substitution of medical devices in Russia, encompassing analyses of political and legal aspects, as well as various approaches to implementing this strategy. The third chapter delves into strategies for normative and legal regulation of import substitution of medical devices, including a legal analysis of the import substitution model and the development of a comprehensive set of measures to enhance public legal regulation. In the conclusion, the main findings and recommendations are summarized. The paper is complemented by an extensive bibliography.
