Prospects for Policy Transfer in the Migration Policy of the Russian Federation

The topic of Russia's migration policy is currently receiving widespread coverage in the media and causing public resonance. The Russian economy needs labor migrants; at the same time, there are risks of reducing the migration inflow from those countries that are the countries of origin of the majority of labor migrants in Russia. In addition, the structure of labor migration does not correspond to the long-term goals of Russia's economic development. The purpose of this paper is to examine the practices of foreign countries in the field of migration policy — a variation of the point system, which shows its effectiveness in Canada and Australia. The assessment of the feasibility of foreign countries' practices was carried out on the basis of PESTL methodology. In the course of the assessment, expert interviews, legal acts, and mass media materials were used. As a result of the analysis, the following conclusion was made: the point system, at the moment, both at the regional and federal levels, can be applied to a narrow category of migrants and only when measures of support for business are introduced. Nevertheless, in the long term, according to the experience of other countries, it will have a positive impact on the structure of labor migration, increasing the share of qualified specialists and enabling the selection of those applicants who are most likely to integrate into Russian society. In addition, it will allow diversifying migration flows to include migrants from countries that are currently not widely represented on the Russian labor market. If this practice is extended to more categories of labor migrants, it will create a flexible tool for regulating incoming migration flows.
