The socio-political problem raised in this policy paper is the need to stimulate active civic participation in the political life of the city of St. Petersburg. Statistical data show that the level of interest of young people in political life is low, both at the local and all-Russian levels. The implementation of the all-Russian youth project ‘Movement of the First’ is a promising initiative aimed at stimulating political activity among young people and forming their political identity. The work is a comprehensive approach to analysing and solving the existing problem; it includes questionnaires, focus groups, interviews with stakeholders, as well as analysis of legal documents. Based on the data we obtain from the survey, we will be able to identify key problems and suggest strategies to improve the situation. In order to address this problem, it is very important not only to describe the current situation of youth policy in St. Petersburg, but also to propose practical measures to strengthen it. The recommendations of this paper will be aimed at supporting the Youth Policy Committee and creating a much more effective participation of the younger generation in the political life of the city. Based on the results obtained, it will be possible to conclude on the need for further research, as well as the development of practical measures to strengthen the involvement of young people in political processes. All of the above represents a very important task for the development of the city and the country as a whole.
