Impact of Local Factors on Participatory Budgeting Projects

In this work the author attempts to explain, based on limited literature on participatory budgeting in Russia, to explain changes in PB projects in Russia through link between participatory budgeting and local factors. The author examines PB in European University methodology as a distinct mini-public, different from World Bank practices. This work is based on a series of in-depth interviews and utilizes a sample of four cities of north-western Russia and finds the important influence of four factors on participatory budgeting projects: political support, city size, quality and attitude of administrators, and social composition of participants. Further works might expand gathered results on local factors’ influence or look more thoroughly on the social composition of PB participants.
