Providing Young Specialists for Russian State Healthcare Institutions

The well-being and health of the country's population mostly depends on the effectiveness of the healthcare system. At the same time, this industry has been steadily suffering from a shortage of doctors both in Russia and in the world for several decades. Of particular value to healthcare are young professionals who, due to their age, are the most energetic and productive, as well as form a talent pool for the future. Every year medical universities graduate new specialists, but they find themselves faced with a choice between the private and public health sectors. Competition for medical personnel between public and private organizations remains an acute problem today, as every year the private sector increases in volume. Existing studies do not provide an exhaustive answer to the question of how to increase the provision of public health institutions with doctors, especially young ones. In this regard, this work is aimed at identifying existing problems in the system of staffing public medical organizations with young specialists and making recommendations on improving the process of providing organizations with these personnel. The study consists of an introduction, two chapters and a conclusion. The first chapter is devoted to the study of theoretical approaches to the issue of staffing an organization: the nature of the relationship between a person and an organization is considered; the concept of "staffing" and its components – planning and engagement is defined. The chapter concludes with a review of the specifics of staffing already in the healthcare industry. The second chapter focuses directly on identifying existing problems in the staffing system of public health institutions by analyzing official statistics, regulatory acts, conducting interviews with industry experts, as well as researching the requirements and desires of young professionals in relation to organizations through a questionnaire of medical students. At the end of the study, recommendations are provided that can be used by healthcare regulators, HR specialists and other persons interested in improving the provision of the healthcare system with personnel.
