Organization of Work of Government Agencies to Improve Financial Literacy of Socially Vulnerable Groups of the Population Using the Example of Pensioners and Pre-retirees

Annotation. The research is devoted to the study of financial literacy public administration of socially vulnerable groups on the example of pensioners and pre-retirees in the Russian Federation. The study covers the analysis of existing programs and initiatives aimed at teaching basic skills of personal finance management, pension planning, investment and protection from financial frauds both at the federal and regional levels. The study concludes that Russia is taking various measures to improve financial literacy, but lacks an effective system of policy evaluation. It lacks indicators and evaluation mechanisms, it does not identify the responsible one for monitoring, and does not publish reports on the policy. As a consequence, the author proposes its own evaluation system, which includes a financial map with quantitative indicators, a clear division of responsibilities, and the creation of an evaluation ecosystem. It is also necessary to introduce a new system for evaluating the impact of a public program based on difference-in-difference estimator.
