Sustainable Development and Non-Financial Reporting of Public Sector Organizations: The Experience of Russian State-Owned Enterprises

State-owned enterprises face a duality of objectives when developing sustainability policies. On the one hand, these organisations are for-profit organisations focused on improving the financial performance. On the other hand, due to the presence of the state as a key owner, they also have to pay attention to social and environmental responsibility. In the course of the regression analysis, the author found that the quality of non-financial information disclosure by Russian state-owned enterprises depends on the type of report: companies preparing an integrated report are characterised by higher accountability. The paper also reviewed examples of the best non-financial reports of Russian state-owned enterprises and gave practical recommendations for their improvement. Based on the analysis of regulatory legal acts, the author concluded that there are prerequisites for the active development of non-financial reporting in the Russian Federation, and also formed recommendations to improve its legislative regulation.
