The Influence of Digital Government on the Development of Smart Cities

With the accelerated development of information technologies in the modern world, the volume of data is significantly increasing, facilitating the creation of smart cities. The implementation of digital government models, such as e-government and data-driven governance, is becoming an integral element of state policy. Despite this, the impact of such models on the development of smart cities remains understudied. Understanding this relationship becomes particularly relevant in the face of contemporary challenges such as sustainable development, resource optimization, and ensuring security. Determining the influence of different digital government models on smart cities becomes key to effectively addressing modern governance tasks. This research aims to highlight the impact of e-government and data-driven governance on the development of smart cities, identifying key factors determining this interaction. Correlation and regression analyses were applied in the study, along with a case study of three cities at different levels of development. The results indicate a positive correlation between digital government models and the level of development of smart cities, particularly emphasizing the importance of e-government and its elements for urban environment transformation. Based on the conducted research, recommendations are made for strengthening e-government, developing data-driven governance, forming individual local strategies for smart cities, and designing objective metrics for assessing the digitization of urban infrastructure.
