Analysis of the Effectiveness of Government Assistance for Russian Software Developers Amidst Sanctions

The information technology (IT) sector, particularly software development, plays a strategically important role in Russia's economic growth. In 2022, due to the onset of a special military operation and the imposition of international sanctions, the IT industry faced significant challenges, including a brain drain, company closures, and difficulties in conducting export activities. In response, the government implemented several crucial support measures aimed at mitigating the negative impacts and stimulating industry development. However, to determine the actual benefits and success of these measures, a thorough evaluation of their effectiveness is necessary. This research will conduct an analysis of the support measures, identify growth areas, and develop recommendations for improving these measures to ensure the sustainable development of domestic software development. It is anticipated that the results of this study will help refine government policies in supporting software developers, ensuring their stable and successful growth.
