Unified Video Surveillance System in the Perm Krai: Problems and Prospects for Implementation

The aim of the work is to develop recommendations for the implementation of the Unified Video Surveillance System in Perm Krai based on the assessment of its socio-economic impact. The existing Standards and Ratings of Smart Cities mainly characterize the range of spheres and the degree of prevalence of technology use, but not its impact on the development of the city. The needs of modern urban policy is to move to methods of assessing the socio-economic effects of the introduction of certain technologies. In the case of video surveillance technologies, real-time situational awareness and interagency cooperation are key areas. The challenges to be faced, based on this, are the intellectual connectivity of the systems, their compatibility and integration interfaces. At the same time, the socio-economic impact made, in turn, directly correlates with the quantity and quality of the supra- and subsystems that are integrated into the Unified Video Surveillance System. Therefore, overcoming the problems mentioned in this paper opens up prospects for the development of the Perm Territory in this aspect.
