Analysis of National Regimes in the Implementation of State (Municipal) Procurement by BRICS Member Countries

In recent years there has been a major growth of interest in legislation related to public procurement. It is also obvious that many governments and not only government orders, tenders are solved with the help of other relationship agents who participate in procurement. The main trend of this process is the continuous improvement of competition, increasing the efficiency and quality of goods and services provided. Despite these recent trends, the question of the effectiveness and expediency of using certain procurement methods remains open. This research aims to identify and implement a potentially more effective method of public procurement, comparing the experience in this aspect of the BRICS member countries. In particular, this paper reviews literature on existing national regimes in the implementation of state (municipal) procurement by members of BRICS countries. Building on the hypothesis that application of the most effective methods of public procurement in the Russian Federation will allow overcoming socio-economic and other problems. This paper employs comparative analysis to analyze the collected data and conducts a comprehensive review of literature. It is expected that the results of the study could be used by russian and international authorities to improve the efficiency of public procurement. The paper bridges a major gap in literature on the implementation of national regimes in public procurement. I conclude by highlighting gaps in the current body of knowledge and identifying promising directions for future research.
