In recent times, there has been an intensification of the competition between Russian regions in terms of the budgets allocated to the tourism industry. Regional authorities can exert influence over the level of attractiveness of a region to tourists, potential residents and businesses, with the aim of encouraging investment. Tourism is a highly profitable industry that can increase the competitiveness of a region, amongst other things. The region would become more attractive if a competent and effective policy were implemented in the tourism sector. The instruments of tourist attractiveness of the region are analysed using the Republic of Dagestan as an example. The objective of this study is to identify effective marketing tools that can enhance the appeal of regions within the Russian Federation as tourist destinations. To achieve this, a combination of research methods has been employed, including content analysis, action research, and case study. This approach has enabled a comprehensive understanding of the research problem to be gained. The study has involved the analysis of state projects and reports in the tourism sector, as well as other types of content, such as the Index of the Touristic Appeal of Russian Regions, which has been developed through machine analysis of large data sets. The findings of the study are presented in the form of a list of recommendations for enhancing the tourist appeal of the Republic of Dagestan. The regional authorities have placed a high priority on the development of the tourism industry, with a focus on the growth of medical and sanatorium tourism, the promotion of local folk traditions, and the support of the tourism business. The recommendations developed in the thesis are designed to address the challenges within the context of the programme for the development of the tourism industry in countries. Keywords: tourism, tourist attractiveness, tourism potential, socio-economic development, tools of tourist attractiveness.
