The relevance of the final qualification work is due to the discrepancy between the growing importance of modern methods of municipal management and the current state of operations at public utilities. It is also important to take into account the situation in the field of housing and communal services in general. To achieve optimal efficiency in modern working conditions, it is necessary to develop a comprehensive business strategy covering all structural units of the enterprise. This approach will have an impact on labor productivity, sanitary conditions and living conditions of the population, as well as on the purity of water and air resources. To solve current problems and contradictions, it is necessary to conduct a thorough study of the current situation and develop effective methods of work in this area. At the present time, special attention is being paid to the growth of the level of work with personnel, the scientific basis of this work, as well as the application of accumulated experience, both domestic and foreign, over many years. The financial service of the enterprise carries out work with human resources through housing and communal services, which is the main activity.
