State Registers of NPOs as a Way to Digitalize the Third Sector

Abstract. Currently, the non-profit sector is developing widely in Russia, and along with this, progress in the field of information technology is growing. Digitalization of the non-profit sector can be divided into internal and external. State registries can become one of the external ways to digitalize the non-profit sector. At the same time, the state registers of NGOs in the Russian Federation have the property of "fragmentation", which is proved in the study. The study attempts to identify the goals of state registries in practice by comparing the formats of Russian registries and the formats of registries of foreign countries. This study uses a qualitative method to better understand the quality level of Russian registries: analysis of NPAs, which set the goals of registry formation; analysis of formats and structures of Russian and foreign registries, as well as semi-structured interviews with experts in the non-profit sector. A research question was formulated and recommendations were formulated for the creation of a unified register of socially oriented NGOs.
