Recently, more and more attention has been drown to the problem of global food security against the backdrop of population growth and environmental changes. The prevailing trends in the agricultural industry are sustainable development, innovation and smart specialization. In Russia as well the great attention is paid to the issues of food security and sustainable development of agriculture. In the interests of agricultural development, the state is introducing various agricultural policy measures at both the federal and regional levels. Despite this, the agricultural industry in Russia is characterized by a high degree of regional differentiation; the level of its development varies greatly in different regions. Therefore, the goal of the given work is to identify instruments of regional agricultural policy that contribute to increasing the level of development of the agricultural industry in the regions of Russia. Furthermore, in the provided research the recommendations will be proposed that can subsequently serve as the basis for advancements of regional agricultural policy measures. Using regression analysis, the agricultural development level in various regions of Russia and the most used agricultural policy tools that correspond to regions with different levels of development of this industry will be determined. It is expected that the results obtained will demonstrate that different sets of regional agricultural policy instruments have different effects on the agricultural development level. Thus, it is noted in the work that at the regional level it is necessary to implement those agricultural policy instruments that are most likely to contribute to increasing of the agricultural development level.
