This thesis examines the use of gamification on government digital platforms as a tool to enhance civic engagement in urban planning and city development. The research focuses on the necessity of creating a gamification model for platforms in Saint Petersburg that would encourage active participation of residents in urban initiatives. The study includes a comparative analysis of international experience to identify the best practices currently available, case studies, surveys, and experimental verification of changes in user behavior and attitudes towards participation in government initiatives before and after the implementation of gamification elements. The results indicate that integrating game elements into the public participation process increases user activity and enhances their motivation to participate, but also raises questions about balancing extrinsic and intrinsic motivation among participants. Keywords: gamification, government digital platforms, public participation, urban planning, urban environment improvement, innovative approaches
