Assessment of the Impact of Professional and Personal Achievements on the Level of Remuneration of Management Personnel in the System of State and Municipal Administration

The material motivation of management personnel plays a major role in the processes of transformation of the public service. The purpose of the research carried out in the final qualifying work can be defined as identifying significant professional and personal achievements that influence the level of monetary remuneration and maintenance of management personnel. The basis of the study is the database collected by the author of the work. They include information on income and biographical information, information on professional and personal achievements of more than 3,550 executives of the Russian Federation, constituent entities of the Russian Federation and municipalities. The theoretical part of the work analyzes more than 30 theories and academic studies, which consider various professional and personal achievements as factors influencing the amount of income. The author of the work analyzed the regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation in terms of remuneration of persons holding state and municipal positions, state civil servants of the Russian Federation, constituent entities of the Russian Federation and municipal employees. The experience of foreign countries in the field of remuneration of management personnel was also reviewed. In the practical part of the work, a regression analysis of the influence of identified factors on the amount of compensation for management personnel was carried out (3 censored and 3 probit regressions were constructed). In addition to this, the author conducted a factor analysis, which made it possible to identify the main groups of management personnel at the federal level, the level of constituent entities and the municipal level. Based on the analysis carried out, the author of the work proposed recommendations for strengthening the relationship between the professional and personal achievements of management personnel and the amount of payment, and also provided recommendations for improving the conditions for the performance of official activities of management personnel.
