In today's global business environment, the shortage of qualified human resources is a serious problem for companies seeking to maintain competitive advantages and ensure sustainable growth. This study examines the process of developing a competitive strategy for Russian companies facing staff shortages. Currently, there is no single approach to solving this problem. The study analyzes modern approaches used by different countries to attract, retain and maximize the potential of their human resources in a competitive environment. It highlights the strengths and weaknesses of these approaches for further use in developing a new strategy. The study sheds light on what factors influence the attractiveness of a company to employees, and, conversely, describes the factors that influence the choice of employees by companies. Combining successful approaches to combating staff shortages with the results of empirical analysis, this study proposes a strategy to overcome the shortage of personnel in the Russian labor market. By collecting empirical data and building an econometric model based on them, the economic effect of implementing the proposed solution is also calculated.
