This paper examines the policies of Prime Ministers Abe S. and Kishida F. on the territorial dispute over the Takeshima Islands. Finding out which policies Japan uses on the territorial issue in circumstances of bilateral relations is of particular interest in light of the significant improvement in Japan-South Korea dialogue in 2022. A comparative analysis was conducted to determine the similarities and differences of Abe S. and Kishida F.'s policies on the territorial issue. The analysis revealed that despite changes in the tone of the dialogue, the prime ministers' policies on the territorial dispute have not changed, leading to the conclusion that the territorial dispute is not a significant factor in shaping bilateral relations.
