The Relationship between Financing Structure and Effectiveness of the Russian Healthcare System

Understanding the financing structure of the Russian healthcare system is a prominent field of research due to its high importance to the well-being of the nation. Currently, the Russian Federation uses a budgetary-insurance model of financing, which includes a combination of funds from compulsory medical insurance, budget allocations, and private expenditure. This research is primarily focused on regional and federal healthcare budgeting. Each level of budgeting is responsible for different aspects of healthcare expenses. Therefore, increasing funding at regional and federal levels may have varying impacts on healthcare efficiency. The present study seeks to augment the existing practice of budgeting in Russian regions and at the federal level. On the basis of the regional budget and inter-budget transfers execution reports the work aims to elucidate the impact of the budgets’ alterations on key healthcare indicators, such as life expectancy and oncology mortality rate, via econometric modeling. It is anticipated that distinct characteristics are linked to specific budgeting strategies implemented in regions of Russia, thereby potentially introducing a novel approach to budget management.
