The work represents the development of a business plan for the construction of an experimental mechanical plant for the production of environmentally friendly products from pulpboard according to the methodology for developing business plans of VEB.RF. An operational, organizational, marketing and financial plan for the project is being developed. When developing a financial model of a project, efficiency is calculated.
