This study assesses the potential of the territory for the formation of urban centers in New Moscow, using a new methodology. This methodology is based on the analysis of the spatial structure and functions of various zones, which allows identifying zones with high potential for the development of new urban centers. Verification is carried out using the analysis of the spatial distribution of photographs across the territory. The results show that new urban centers in New Moscow are formed in accordance with existing structures. They predominantly appear at the administrative centers of settlements and near the Moscow Ring Road, which confirms the research hypothesis that the spatial structure of the city and existing cores play a key role in the development of new centers. Based on these conclusions, the study offers recommendations for urban policy and planning. These recommendations aim to optimize urban development projects and strengthen the socio-economic development of New Moscow. Among the proposals is the creation of additional centers of attraction outside the central core of Moscow to reduce the load on the infrastructure of central districts and evenly distribute socio-economic development across the territory of New Moscow.
