Approaches to Analyzing the Effectiveness of Implemented Landscaping Projects in Small Towns

This paper analyses the existing methods of analysing the efficiency of public spaces, which have been considered in academic literature and are also used in practice. Based on the analysis of existing methods, it was determined that in determining the level of efficiency of the implementation of public spaces in Russia it is possible to use the models given in a number of foreign scientific works. In particular, the model from [Wojnarowska, 2016], in which the combination of several methods of analysis allows not only to compare the effectiveness of the implemented project at a particular point in time, but also to determine the differences between the situation that existed before the transformation and the situation after the transformation associated with the implementation of the improvement project, has a good prospect of use. With the help of in-depth unstructured interviews it was determined that currently there are practically no methods of determining the effectiveness of implemented public spaces, in particular, those implemented with the help of federal and regional funds within the framework of the national programme ‘Formation of Comfortable Urban Environment’. In this paper, the need for the formation of a specific methodology for assessing the impact of the implemented improvement project on the settlement was identified. The proposed methodologies from foreign sources are not sufficiently suitable for this role due to the complexity of data collection or the complexity of the calculations themselves, which leads to the need to centralise the calculations. Thus, the hypothesis put forward in this study that there are no methodologies suitable for the current application was confirmed. This area of research can be developed through the formation of a new methodology for assessing the effectiveness of the implementation of improvement projects, as well as retrospective analysis using this methodology.
