Decision-making in planning complex projects based on high-quality expert information.

Decision-making is an essential component of project management systems when it is necessary to solve the problems of planning, design, production, distribution and regulation of resources (labor, material, equipment), taking into account all constraints (technical, budgetary, temporary). Project managers rarely succeed if they do not know or use methods for making informed decisions. The object of the study is the process of planning and managing a complex IT project. The subject of the study is decision–making in the planning process of the IT project "Development of an electronic document management system (EDMS) of JSC Prompribor". The purpose of the work is to use decision–making methods in planning a complex IT project based on high-quality information from experts. Tasks that need to be solved in order to achieve the goal: to consider theoretical questions on the topic of the work; perform a domain analysis; to make a choice of the decision-making method in project planning; use the chosen method to make decisions in planning a complex IT project. The scientific novelty of the study is that it demonstrates how decision–making methods can be used when planning complex IT projects, and this allows us to consider the decisions made reasonable, high-quality and effective. The work consists of three chapters. The first chapter is devoted to the consideration of theoretical issues on the topic. The main stages, tools and methods of planning complex IT projects are presented. The review of decision-making methods is carried out, the role of the expert in the decision-making process is determined. The second chapter provides an analysis of the subject area. The business processes of planning complex IT projects are analyzed. The task is set, the choice of a decision–making method is justified when planning complex IT projects. The third chapter demonstrates the use of decision–making methods in the planning of the IT project "Development of an electronic document management system (EDMS) of JSC Prompribor". To perform the work, it is proposed to use: Microsoft Visio program; The Ramus program is a Microsoft Excel spreadsheet editor.
