Design and Implementation of a Monitoring System for Inspections of Federal Property

Within this work was reviewed the project of the “E.Soft” company connected with development of the information system for inspections of federal property monitoring, in which the author performed as a business analyst. The customer of this project was the Federal Agency for State Property Management (Rosimushchestvo). The purpose of the work was to automate the process of conducting inspections of federal property objects through the designing and implementation of an information system “Inspections". In the theoretical part of the work, the activities of the Federal Property Management Agency were examined in the context of its current problems in terms of state property management, on the basis of which the relevance of creating and implementing an information system “Inspections". The object of the study was the process of conducting inspections of federal property. In the AS IS model are visible the problems of current process: the use of Excel as the main tool for storing and processing information, a large volume of paper documentation, difficult communication between the Rosimushchestvo. During the practical part of the work, functional and non-functional requirements for the system were formed, performance indicators were determined, a diagram of use cases was made and a TO BE model was built, the latter shows that a large number of actions previously performed by a person will be automated in the system. Further in the work, a description of the main functionality of the system was presented and the corresponding layouts developed by the author , as well as a role-based access control data model to the system was designed. In conclusion, the main stages of implementation were described and an assessment of the effectiveness of implementation by qualitative metrics was given. The results of the implementation can be considered: - Minimizing the use of Excel and paper documentation; - Automating the creation of formal documents and reports; - Reducing the time of inspections by almost 3 times; - Increase in the number of registered assets by 3.85% (in 2022 compared to 2021)
