Perception of E-government Practices in Russia: The Role of Digital and Political Trust

The paper attempts to assess the role of political and digital trust in shaping the attitude of citizens towards e-government practices for working with personal data. Despite the fact that the negative attitude of citizens towards the collection and processing of their personal data was confirmed, the assessment of such digital practices was positively influenced by the respondent's ideas about the "good intentions" of the state, potentially reflecting one of the levels of political trust. At the same time, an attempt was made to isolate the influence of digital trust from political trust by creating an original survey scale and processing data through IRT modeling, but the subsequent inclusion of the resulting index in the model showed that the predictor is not significant. The results also raise a question about the role of digital trust and the assessment of citizens' readiness to adapt innovative solutions.
