The Legal Basis of the Policy of Curbing Car Use from London to Singapore: is «Blind» Reception in Russia Utopian

The research examines the policy of curbing car use in London, Stockholm and Singapore using the example of individual practices. The emphasis is placed on the analysis of the legal foundations for the introduction of such practices in various legal systems, as well as on the analysis of the legal foundation for their implementation in Russia. An interesting and unique aspect is the relative youth of such an experience in all selected locations, which, despite its recent history, has already attracted the attention of the world community. Populist statements about the favorable reception of this experience in Russian realities are based solely on guesses and assumptions, and therefore, from a legal point of view, the academic interest raises the question – is it possible in general in the legal realities of the legislative body of the Russian Federation to "blind" reception of such a policy of curbing car use?
