This final qualification paper examines the assessment of the effectiveness of an infrastructure project related to the construction of a winter road for a large mining company engaged in copper mining in the northern regions of Russia. The project is aimed at ensuring the transportation of goods from the port of Pevek to the project site in Peschanka, which requires the creation of a winter garden due to the lack of all-season access. The purpose of the study is to conduct a comparative analysis of the proposed winter road route options, assess their cost and effectiveness, as well as develop recommendations for choosing the optimal project implementation option. The tasks of the work include: Analysis of academic research and open sources on methods for evaluating infrastructure projects. Comparative analysis of the proposed routes according to various criteria. Investment analysis taking into account the costs of construction, maintenance and operation. Development of recommendations based on the results obtained. The work uses methods of cost-benefit analysis, multi-criteria analysis and risk assessment of the project. A detailed assessment of the costs of construction, transport equipment and labor has been carried out. Three variants of winter road routes are considered, of which the most effective one is selected, taking into account financial, technical and risk factors. The main result of the work is the choice of a route option that allows you to reduce costs by 53.7% compared to alternative transportation methods. The implementation of the project is recognized as necessary to ensure the economic feasibility and strategic development of the company. The work is of practical importance and may be useful for other companies in the mining industry facing similar problems of transport infrastructure in difficult climatic conditions.
