Assessment of the Economic Efficiency of Adaptation Projects And Natural-Based Solutions' Projects in the Regions of Russia

This study examines the practice of preparing regional climate change adaptation plans. To date, the quality problems of regional plans have practically not been considered in the scientific and business literature. It is shown that only half of the measures laid down by the developers can be considered initiatives and projects of adaptation to climate change. According to interviews with regional executive authorities, it was determined that the current quality of regional adaptation plans is explained by a set of reasons, including a shortage of human and financial resources, insufficient awareness of officials about observed and expected regional problems related to climate change, insufficient motivation, insufficient effectiveness of project management within the framework of interdepartmental interaction. The author also analyzes some projects of adaptation to climate change, including projects in the field of forestry, water and agriculture, as well as construction, and shows their economic attractiveness. In conclusion, proposals are formulated to improve the work of regional executive authorities in the development and updating of regional adaptation plans.
