Staffing Primary Health Сare in Сonditions of Medical Personnel Imbalance: Present State, Current Problems and Development Perspectives

The lack of personnel is a major factor inhibiting the growth of the national economy. Primary healthcare is recognized as the foundation of the healthcare system. In order to ensure a high standard of medical care, a sufficient number of skilled medical professionals is essential. Despite efforts and extensive research undertaken in this regard, there are still a significant number of outstanding issues related to staffing. The degree work assesses the regulatory framework for human resource management in the healthcare system of the Russian Federation. It examines the current state of the medical personnel structure, provision, and staffing in primary healthcare. A sociological quantitative survey was conducted by the author, which allowed for an analysis of the medical community's opinion on the challenges of staffing primary healthcare and the ways to address them. The findings of the author's qualitative sociological research (in-depth interviews) with healthcare experts are presented. Based on the findings of the study, the thesis provides recommendations for addressing the imbalance in health care personnel and enhancing the efficiency of staffing in primary healthcare in the Russian Federation. The study offers recommendations for improving the management of staffing organization in medical facilities that provide primary healthcare services.
