The paper is devoted to the problem of software development methodology selection. Today there is a growth of the Russian software development market, so the question of how to manage development projects becomes extremely important. One of the ways of project management is the implementation of software development methodology. So, the purpose of the research is to develop a model of software development methodology selection taking into account the characteristics of the project and the object of informatization. The author studied methodologies that are representatives of 3 main approaches to software development, such as Waterfall, Rational Unified Process, Scrum, Kanban and Scaled Agile Framework. The analysis of scientific literature for 2019-2024 years is also presented, providing the existing approaches to the organization of the process of selecting an appropriate methodology. The developed selection model is based on Multi Criteria Decision Analysis methods such as AHP and TOPSIS. To simplify the process of methodology selection, a web-site was developed, which allows users not only to use the model, but also to customize it by adding new methodologies and criteria.
