Management Improvements of the Medical Rehabilitation of Patients with Prosthetics Devices Application

National Research University Higher School of Economics (Higher School of Economics/HSE) Master's Degree Programme Health Care Administration and Economics Abashin Evgenii Gennadevich GRADUATION THESIS «Management Improvements of the Medical Rehabilitation of Patients with Prosthetics Devices Application » The modern state policy of the Russian Federation is aimed at providing the necessary rehabilitation measures, prosthesis, support, integration of citizens with disabilities into society, their employment, and work activities. The fundamental measures for citizens who have undergone surgical treatment with amputation of limbs are rehabilitation with medical rehabilitation, prosthetics of the limb. A study was conducted on the current level of management of medical rehabilitation andt medical rehabilitation with subsequent prosthetics is currently available for the category of citizens with disabilities due to limb amputation. The graduation thesis consists of an introduction, three chapters, conclusions for each chapter, a conclusion, a list of references, and appendices. In the first chapter, "Theoretical foundations of the study of medical rehabilitation with the use of prosthetics", the current approaches in the organization of rehabilitation and prosthetics for groups of citizens with limb amputation are revealed, the features of the causes leading to amputation are studied. In the second chapter, "Medical rehabilitation with the use of prosthetics. Modern practice, limitations in improvement and development" provides an assessment of the current availability of medical rehabilitation for the population groups in question based on a quantitative survey of citizens with amputated limbs. And an assessment of possible limitations of the management of the provision of medical rehabilitation based on interviews of managers involved in the development and implementation of rehabilitation and medical rehabilitation measures. The third chapter, "Recommendations for improving the management of the system of medical rehabilitation of patients with prosthetics in Russia." offers recommendations for improving the management of medical rehabilitation for the profile of patients with disabilities. The reorientation of this activity in the regions with the introduction of types of medical rehabilitation assistance with subsequent prosthetics from non-specific replacement measures to the stages of medical rehabilitation is proposed. It is proposed to provide the functions of intermediate and final control over the execution of medical rehabilitation by the Bureau of medical and social expertise, by utilize of the current information system. In conclusion, the results of the research obtained within the framework of the final graduation thesis are presented, their correlation with the hypotheses put forward. The appendices contain data confirming the information obtained during the research work, illustrate the described structure and mechanisms of medical rehabilitation. Examples of citizen survey questionnaires and in-depth interviews are given.
