The study of the system of qualification assessment of medical workers as one of the most important elements of the organization of public health care, the study of the key features of the system of assessment of the level of professional training of medical specialists as one of the most important indicators of human resources potential of the public health care system at the regional level, the study of the system of qualification assessment of doctors as a basis for building a new and promising model of their professional development - all these areas require special attention in the context of ever-increasing requirements set by modern society to the quality and safety of medical care. A natural consequence of such a high level of demands from patients is the logical transition in the development of the state health care system to the period of revision of approaches to assessing the qualification level of medical workers and revision of standards in the field of their professional training. A high level of organization of the system of qualification assessment of medical workers today is a guarantee of confidence in the reliability of the industry, the task of which is to preserve the health and lives of people. Publications of foreign and Russian authors related to the research of the influence of different types of organization of the qualification assessment system and the concept of continuous professional development of medical workers on their activities and the results of treatment of patients constitute a significant part of scientific works devoted to the development and improvement of the health care system and improvement of the quality of medical care and reduction of risk for the patient. The object of this study is the system of qualification assessment of medical workers of the public health care system at the regional level. The subject of the study is the current state, existing problems and ways to develop and improve the system of qualification assessment of medical workers as one of the main tools of personnel policy in the field of health care at the regional level. The aim of the study is to develop recommendations to improve the organization of the system of qualification assessment of applicants for medical staff positions during employment and to introduce the concept of individual trajectory of professional development of a medical worker within the system of continuous medical education for the public health care system of the city of Moscow. The objectives of the study are as follows: 1. To analyze the normative-legal regulation of qualification assessment of medical workers of the state health care system. 2. To analyze the current state of the system of qualification assessment of medical workers at the regional level. 3. To conduct a comprehensive diagnosis of the attitude of medical workers to the practices of participation in qualification assessment. 4. To conduct a study of possible ways to develop and improve the system of qualification assessment of medical workers as a component of the concept of individual trajectory of professional development of a medical worker. The empirical basis and methods of the research were used: 1) Author's quantitative sociological research. 2) Expert interviews. 3) Desk research. As a cumulative result of the research the following hypotheses are put forward for defense: 1. To date, medical workers are ambivalent about the degree of reliability of the qualification assessment results and consider the assessment system to be not fully understandable, which is a direct consequence of the incomplete process of transition from the assessment of compliance of the level of training of a doctor with the full set of requirements within the specialty to the assessment of compliance with the requirements of the position; 2. The existing system of qualification assessment and the results of this assessment are currently not a full-fledged component of the structure of professional development and are used to build an individual trajectory of professional development of medical workers of the public health system of the region.
