Regulation of Parking Infrastructure Standardization in Areas of Multi-Dwelling Housing in Russian Cities

This work is devoted to the study of issues related to the regulation of parking infrastructure provision in areas areas of multi-dwelling housing in Russian cities. The thesis examines the key approaches, principles and instruments of regulation in Russia and abroad. The purpose of the study is to develop recommendations for changing the methodology for provision of parking infrastructure in areas of multi-dwelling housing. The work concerns the basic concepts associated with the regulation of parking infrastructure, as well as theoretical foundations based on scientific publications in urban studies. In addition, the study review major foreign practice in regulating parking infrastructure as well as theory and practice of regulation in Russia. Ten largest cities in Russia were selected for the study. I identitfied the key features of the existing regulatory systems and carried out critical analysis of regulatory problems on the provisions of modern concepts in urban studies. As a result, I proposed adjustment of the methodology for regulating the provision of parking infrastructure in areas multi-dwelling residential development dased on the collected theoretical foundations and analysis of practical regulatory experience, also using the method of in-depth expert interviews.
