Organized recruitment of labor to industrial enterprises and construction sites of the country was one of the forms of voluntary labor migration actively carried out in the USSR. Its implementation depended on the aims and objectives of the state, therefore, this process must be investigated taking into account the interests of the Soviet government. It is noteworthy that during its existence, the organized recruitment of labor was aimed not only at improving economic and demographic indicators in individual regions, but also became a part of the entire labor resource management system, which contributed to the preservation of some of its forms in a market economy. The final qualification work presents an attempt to consider the organized recruitment of labor as an integral process, and reveals the features of its implementation both at the all–Union level and in one of the large industrial regions of the RSFSR - Perm (Molotov region), based on official documents and regulatory legal acts.
