This thesis explores the development of a smart, personalized, proactive notification system which is designed to inform Russian citizens about their entitled social benefits. The need for such a system arises from the current inefficiencies in distribution of information regarding available social benefits, where many eligible citizens remain unaware of their social benefits. The research examines the structure of the social welfare system in Russia, the global trend of e-governance, and the digitalization of the benefits system in Russia. A detailed analysis of Russian and international experiences with social benefit notification systems provides a basis for the proposed solution. The study develops a comprehensive framework and prototype for the notification service, outlining its architecture and visual representation. The research also includes an estimation of development costs and identifies the necessary resources and specialists for implementation. The proposed system aims to enhance government-citizen communication, increase awareness about social benefits, and improve the overall efficiency and satisfaction with government services. The scientific novelty lies in the focus on proactive notifications, an underexplored area in public administration.
