Teacher's Time Budget in the Context of Educational Organization Management

Monitoring data show that teachers note the lack of time, and the share of teachers working two hours a week is growing. In order to make management decisions at the level of regulator and at the level of individual organizations it is necessary to identify labor-intensive and time-consuming activities. Often time budget studies analyze total (actual) work time, without detailing, researchers note the lack of more objective data minimally distorted by self-reporting error. Due to the lack of a clear understanding of the working time and structure of teaching staff working time, management teams are not always able to develop a competent strategy for optimizing teachers' working time and workload, and researchers are not always able to obtain an objective picture of teachers' time budgets. Therefore, this study aims at identifying optimal approaches to study teacher time budget. This study aims to identify the allocation of teacher's time to certain activities during the working hours and to develop an instrument that would enable researchers and school management teams to effectively collect data on teachers' time budgets.
