Features of Building a Compliance System for Personal Data in the Russian Federation for a Company With Foreign Participation

The introduction of digital technologies and the globalization of business have led to increased requirements for the protection of personal data, especially for international companies operating in various jurisdictions. This thesis is dedicated to the study of the features of building a compliance system for personal data in the Russian Federation for companies with foreign participation. The aim of the study is to analyze the legal and organizational aspects related to the implementation and maintenance of an effective compliance system that meets both Russian legislation and international standards such as the General Data Protection Regulation (GDPR). The fundamental importance in the system of acts regulating the basis for the formation of compliance systems for the protection of personal data on the territory of the Russian Federation is determined by Federal Law No. 152-FZ "On Personal Data" and related by-laws. Comparative analysis with international standards such as GDPR and ISO/IEC 27701. Analysis of Problems and Challenges: identification of the main problems faced by international companies in implementing compliance systems in Russia, including data localization requirements, frequent legislative changes, administrative barriers, and cultural differences. Review of real cases and news materials highlighting issues such as Roskomnadzor requirements and specific administrative procedures. Practical advice for international companies, including adaptation of internal policies, employee training, appointment of local experts, regular audits, and implementation of automated control systems. The conclusion of the work contains the main findings and recommendations based on the conducted research. Building an effective compliance system in Russia requires a comprehensive approach, including compliance with local legislation, consideration of international standards and cultural features, as well as the application of advanced technologies and management methods. This work provides valuable recommendations for companies with foreign participation operating in Russia, helping them ensure compliance with legal requirements and improve the level of personal data protection, which contributes to strengthening the trust of clients and partners.
