Effect and Impact Assessment of International Restrictive Measures (Sanctions) on Sports

This research is devoted to assessing the effect and impact of international restrictive measures (sanctions) on sports, and is particularly relevant now - in light of the increased sanctions pressure on Russia after the Sochi 2014 Winter Olympics and in the lead-up to the 2024 Summer Olympics in Paris, France. The authors analyze the preconditions and mechanisms for the imposition and lifting of sanctions, their impact on international and Russian sports, as well as various strategic approaches used by Russian sports federations in response to sanctions: from integration into Asian sports confederations to the organization of major international sports competitions in Russia. The research shows that sanctions have had both a negative and a positive impact on Russian sports. In regard to regulating restrictive measures the authors analyzed the legal status of the International Olympic Committee (IOC), as well as the role of other international organizations, such as the World Anti-Doping Agency (WADA) and the Court of Arbitration for Sport (CAS). Various methods of scientific research, such as comparison, analysis, induction, dialectic, deduction, classification and historical technique were used to conduct the research. Practical part of the research presents the legal analysis results of the consequences of the Russian athletes' participation in the 2024 Olympic Games under the Individual Neutral Athletes status, as well as contains recommendations on the management system reorganization of international sports in the Changing World Order, and on amendments to the international and Russian sports legislative.
